通过这四周的学习，我们学习到了很多东西，懂得了很多。 工程预算，其实没什么高深的技术，能看懂图纸，会加减乘除、开方也就够了。如果你能把科学计算器用熟的话，那工作就更简单了。预算员很好做，特别是从技术口转到预算口，那就更容易了。做预算不难，做好了就不容易，难就难在经验积累上。

装修工艺非常的复杂，工序比较多，特别是装修材料种类太多。对于工序与工艺，这可以通过看规范及施工工艺方面的文章了解，或者到工地看工人的操作方法。对于材料费，是最难处理的了。品质、规格、颜色等都一样的材料，因为生产厂商的不同，单价可能相差几倍或是更多。还有，假冒名牌材料，经验差的根本就分辨不出来，但价格相关极大。发现，最不好做的预算有就是装饰、智能化。个人认为，装饰工程的主要利润点就在材料费上。因此，材料单价的确认是一个难点。另外，人工费单价应该在招标过程中确认，不要留缺口。掌握了施工工艺、材料价格确认方法、人工费的确认方法，则你的预算就会是一份好的预算。

从这一点上来讲，降低成本还是有办法的。别处，定额的损耗也是降低成本的一条途径。为什么建设方在结算时会毫不留情的狠砍一

刀？就是因为太多的施工企业在结算时的捞一笔，失去了诚信。对于可降低成本的地地方，例举一条：１、人工费。特别是零星用工， 要做到最少的零星用工；２、临设。不用说了，这一点偶最反感了，北京某些单位一个工地 的临设费用多达百万以上，太离谱了吧！那钱可是工人们的血汗钱呀！３、建筑废料。废物 利用、处理要有一个管理；４、定额损耗。５、材料采购；６、机械利用、周转材料的利用率等等。还有非常多的成本点都是可以降低的。

预算就是经验，最好一个工程一个人从头到尾管。 现在的清单报价还是套定额。有些方面反倒麻烦了。 老外不一样，有清单，随便你怎么报，拿管道报价来说，我套过定额，工程量清单也报过按焊口（管道寸径）报过，按米报过按吨也报过。。。。 最好都知道一点，万变不离其中，多种方法测算。

实现这一目标的必经途径是工程招标投标价格的逐渐市场化，最终形成市场价格机制，使工程价格在充分的市场竞争中不断趋于合理。因此，作为一名工程造价咨询人员在推行工程量清单报价中应不断地进行学习与思考。

从这课中还学到了工程量清单作为招标文件和合同文件的重要组成部分，招标人计价行为，在技术上避免招标中弄虚作假和暗箱操作以及保证工程款的支付结算都会起到重要的作用。
