As a district developed with priority in Kaifeng City, Kaifeng New District is the key supporting part along Zhengzhou-Kaifeng-Luoyang Industrial Corridor, connector in Zhengzhou-Kaifeng Integration as well as major orientation and carrier in Kaifeng’s future development.

开封新区作为“郑汴新区”的重要组成部分，规划总面积287平方公里，辖开封经济开发区（含黄龙园区）、金明区、鼓楼区的仙人庄和南苑2个办事处。

As an important part in Zhengzhou-Kaifeng New District, it has a planned area of 287 square kilometers, administering Kaifeng Economic Development Zone (including Huanglong Park), Jinming District and Xianrenzhuang and Nanyuan Offices of Gulou District.

Its functions: a developing, innovative and comprehensive trial district, a model that balances urban and rural development and the core drive in economic and social development; take the industrial cluster as the base and the new & high-tech, manufacturing and service industries as supporting industries, exert Kaifeng’s cultural advantages and make it a ecological and compound new district with complete urban facilities, merging residence and offices, scientific research and education, travel and leisure, trade and logistics and agriculture into a single whole.

Kaifeng Huanglong Industrial Cluster

开封黄龙产业集聚区是河南省首批24个重点对外开放产业集聚区之一。地处连霍、大广和日南高速、陇海铁路、310国道相互交汇的区域，是郑汴洛工业经济走廊东部起点和开封市东部新城区核心区域，区位优势十分明显。规划总面积14.23平方公里，已建成面积6.3平方公里。现已入驻各类项目60个，其中工业项目48个，三产及其它类项目12个，建设各类标准厂房35万平方米，累计完成各项基础设施投入25亿元。初步实现了“企业集中布局、产业集群发展、资源集约利用、功能集合构建”的有机融合。

Kaifeng Huanglong Industrial Cluster is one of the first 24 key industrial clusters for opening up in Henan Province. Located in the area where Lianyungang-Horgos Expressway, Daqing-Guangzhou Expressway, Rizhao-Nanyang Expressway, Lanzhou-Lianyungang Railway and No.310 National Highway meet, as the eastern starting point of Zhengzhou-Kaifeng-Luoyang Industrial Corridor and the core of the new urban area in eastern Kaifeng City, it enjoys obvious location advantages. It has a planned area of 14.23 square kilometers and a built-up area of 6.3 square kilometers. So far, it has hosted 60 projects of various kinds including 48 industrial projects and 12 tertiary industry and other projects, built various standard workshops with a total area of 0.35 million square meters and invested 2.5 billion Yuan in the construction of infrastructure, basically realizing the integration of “the concentrated distribution of enterprises, the economical utilization of resources, the development of industries in cluster, and the creation of functions in aggregate”.

集聚区拥有独立的35kv变电站和4万吨／日污水处理厂。道路、供水、雨污分流管网、通信、宽带、天然气以及电力客户服务中心、园林绿化服务中心、垃圾中转中心等基础设施和公共服务设施配套齐全, 为集聚区调整空间布局、项目入驻、建设复合型新城区，进而为产业链接、产城融合、城乡统筹、实现科学发展和跨越发展打下良好的基础。

It owned an independent 35kv transformer substation and a 40,000t/d sewage disposal plant which are totally independent. It has complete infrastructure and public services, such as roads, water supply, rainwater and sewage separating system, communications, broadband, gas, power customer service center, gardening and greening service center and waste transfer center, laying a solid foundation for adjusting space planning, hosting projects, making it a compound new urban area and in a further step for realizing industrial chain, integration of production and urban construction, balance between urban and rural development and scientific and accelerated development.

在未来的发展中，集聚区将充分发挥交通区位优势和农副产品资源优势，依托中原农副产品物流园区、晋开化工基地，重点发展农副产品精深加工、物流、煤化工等三大支柱产业。

Kaifeng Fine Chemical Engineering Industrial Cluster

开封市精细化工产业集聚区是全国十四个精细化工基地之一，是河南省唯一以精细化工为产业定位的集聚区，已列入全省24家重点对外开放产业集聚区和33家循环经济示范产业集聚区，已成为承接沿海发达地区化工产业转移的重要平台。

As one of China’s 14 fine chemical engineering centers and the only one of its kind in Henan Province, Kaifeng Fine Chemical Engineering Industrial Cluster has been listed as one of the 24 key industrial clusters for opening up and the 33 model industrial clusters of circular economy and an important platform for the transfer of chemical engineering industry succeeding that of coastal regions.

集聚区规划面积15.3平方公里，具有发展精细化工的独特优势。一是交通运输便利：距新郑国际机场仅50公里，距陇海铁路开封站仅6公里，毗临大广、京港澳、郑民、连霍高速公路。二是产业定位明晰：集聚区发展总体规划明确以精细化工和光伏为支柱产业，为招商引资指明了方向。三是基础设施完善：110KV光明变电站已经建成并投入使用，生产区近10公里的道路已建成通车，日处理一万吨的污水处理厂正在规划建设，供水、供气、供热等基础设施正逐步实施。四是项目实现集聚：已入驻企业23家。新大新材料股份有限公司在深圳创业板成功上市，主导产品晶硅电池片切磨专用刃料已占国内市场30%；兴化厂与上海合资合作的糖精钠技改项目已经建成并投入试生产，达产后销售收入可突破7亿元；中平能化集团千亩光气园项目，取得了全省唯一、中西部地区稀有的光气资源。五是产城逐步融合：生活区道路正在建设，迁村并居、住宅小区等项目近期开工。集聚区将通过承接国内外产业转移，建设十万吨规模的光气产业园，打造国内一流的“光气之园”；围绕新大新公司上市募投项目发展光伏产业，打造中部一流的“光伏之城”；进一步开拓国际市场，打造规模占全球三分之二的“糖精之都”。

With a planned area of 15.3 square kilometers, it enjoys unique advantages for developing fine chemical engineering. 1) It has transport facilities: 50 kilometers away from Xinzheng International Airport; 6 kilometers away from Kaifeng Station of Lanzhou-Lianyungang Railway; adjacent to Daqing-Guangzhou Expressway, Beijing-Hongkong-Macao Expressway, Zhengzhou-Minquan Expressway and Lianyungang-Horgos Expressway. 2) It has precise industrial position: its development plan clearly sets fine chemical engineering and photovoltaic as its pillar industries, orientating investment promotion and capital attraction. 3) It has complete infrastructure: Guangming Transformer Substation of 110kv and a 10-kilometer-long road have been finished and put into use; a sewage disposal plant of 10,000 t/d and infrastructure including water, gas and heat supply are under construction; 4) Having hosted 23 enterprises, it realizes the cluster of projects: Henan Xindaxin Materials Co., Ltd. has been listed on Shenzhen Growth Enterprises Market with its leading product-special micropowder for crystalline silicon wafer wire saw-covering a market share of 30%; the Saccharin Sodium Technical Reform Project co-conducted by Kaifeng Xinghua Fine Chemical Engineering Plant and Shanghai Joint Venture has been completed and put into trial production, whose sales volume will exceed 0.7 billion Yuan afterwards; the 167-Acre Phosgene Park Project of Zhongping Energy Group is the only one in Henan Province which owns phosgene, a kind of rare resources in middle and western part of China. 5) It integrates production with urban construction: roads in living quarters are under construction; the projects of removal and reconstruction and residence community will be started soon. By undertaking domestic and international industrial transfers, this cluster will build a phosgene industrial park of 0.1 billion tons, creating a first-rate “park of phosgene” in China; focusing on the investment-seeking project of Henan Xindaxin Materials Co., Ltd., it will develop its photovoltaic industry and build a topping “center of photovoltaic” in central China; through expanding international market, it will establish a “center of saccharin” with two thirds of the market share in the world.

在三至五年内，化工产业集聚区销售收入将突破百亿元，形成国内独具特色、活力四射的中部新兴化工城。

Within 3 to 5 years, it will be a unique and vigorous new chemical engineering center in central China with its sales volume exceeding 10 billion Yuan.

开封市边村产业集聚区

Kaifeng Biancun Industrial Cluster

开封市边村产业集聚区规划面积7.67平方公里, 已建成3.45平方公里，共建设各类标准厂房8.1万平方米，累计完成基础设施投资1.75亿元，建成道路7条，总长度13.6公里，排水管网10.2公里，燃气管网1.5公里，初步形成了“三横四纵”的道路网络格局。

With a planned area of 7.67 square kilometers and a built-up area of 3.45 square kilometers, it has finished various standard workshops of 81,000 square meters and invested 0.175 billion Yuan in infrastructure, completing 7 roads with a total length of 13.6 kilometers, a 10.2-kilometer-long drain pipe network, a 1.5-kilometer-long gas network and a road network with 3 lengthwise and 4 transverse roads.

尉氏县产业集聚区

Weishi County Industrial Cluster

尉氏县产业集聚区规划面积18平方公里，已建成9平方公里，是河南省中原纺织工业基地、河南省循环经济示范区。

Weishi County Industrial Cluster, a Central Plains textile industry center and circular economy demonstration area of Henan Province, has a built-up area of 9 square kilometers with a planned area of 18 square kilometers.

集聚区积极搭建投融资平台，成立了尉氏县产业集聚区金财投资发展有限公司，吸纳社会资金2.3亿元成立了河南正荣、中林等5家投资担保有限公司，为集聚区基础设施建设融资12亿元，建设了“八纵六横”60公里长的道路框架和50公里长的强弱电网络以及39.6万平方米的标准化厂房，变电站、污水处理厂、生活垃圾处理厂均已投入运营，学校、星级宾馆、老年公寓、社区医院、金融机构、商务会所已建成并投入使用。

This cluster has been vigorously constructing an investment and financing platform, established Weishi County Industrial Cluster Jincai Investment Development Co., Ltd., absorbed 230 million Yuan social capital and established 5 Investment Guarantee Co., Ltd. including Henan Zhengrong, Henan Zhonglin, offered 1.2 billion Yuan financing for infrastructure construction of the cluster, and built a 60-kilometer-long road frame with “8 vertical streets and 6 horizontal streets”, a 50-kilometer-long strong and weak electrical network, 396,000 square kilometers’ standardized plants, and put transformer substation, sewage treatment plant, solid waste treatment plant, school, star-rated hotel, apartment for the aged, community hospital, financial institute and business club into use.

It has hosted 369 enterprises, including 158 industrial enterprises with electricity consumption of over 100 million kW/h. Its leading industries are textile garment and agricultural and sideline products. This cluster puts stress on flourishing cotton spinning industry and guiding it to become closer to the industrial cluster. Currently, its textile enterprises, with 64,800 t/a cotton yarn, has 0.5 million spindles, among which Weishi Textile Co., Ltd. whose per-capita profit and tax in the industry rank first in Henan owns 0.25 million spindles. Meanwhile, this cluster has extended leading industry chains and introduced Wenfu-Yongtai knitted garment industry city project which merges spinning and weaving, dyeing and finishing, textile printing, embroidery and dressmaking into a single whole. Depending on advantages resources, it promotes competitive industries such as food, rubber machinery manufacturing to develop constantly and soundly while cultivating textile industry and has agricultural and sideline products processing industry group with Shuangshengjin Food Co., Ltd. as the leading role, fine chemical industry group with Jiulong Rubber and Plastic Co., Ltd. whose sales volume of ordinary V-belt ranks first in China, and machinery manufacturing industry group with Henan Qianli Machinery Co., Ltd. whose production scale ranks first in this industry in Henan and who leads the market price of China’s diesel engine and small tractor.

Tongxu County Industrial Cluster

通许县产业集聚区规划面积15.5平方公里，建成3.7平方公里，已入驻工业企业39家。集聚区是通许县的经济核心区，拟建成中西部地区最大的电动车生产基地，以机电、纺织产业为主，商贸、物流等现代服务业为辅，功能齐全的产业基地和人居环境优美的新城区，从基础设施建设、信息平台打造、服务环境优化、优质项目引进等方面高起点规划、高标准建设，为企业营造最美好的入驻环境。

As the economic core of Tongxu County, Tongxu County Industrial Cluster has an area of 3.7 square kilometers with a planned area of 15.5 square kilometers, has hosted 39 industrial enterprises and been proposed the largest production center of electric motorbike in central and western Kaifeng. With electromechanical industry and textile industry as the leading roles and modern service industry such as commerce, trade and logistics as the supplementary ones, this cluster is an industrial center offering various services, a livable urban area with beautiful environment and creates a fine settlement environment for enterprises by constructing infrastructure, forging information platform, optimizing service environment, introducing quality program though high starting point plan and high standard construction.

This cluster has textile industrial park, related supporting parks and electromechanical industrial park which is the only one electric motorbike industrial center approved by Henan Provincial People’s Government and furnished with a electric motorbike testing center authenticated by Henan Provincial Bureau of Quality and Technical Supervision. 集聚区正在规划建设占地3000亩，投资16亿元，由60家配套企业入驻的交通物流、电动车制造产业园。近期还将开工建设15万平方米的多层标准化钢结构厂房，同时还将建设占地420亩的生活小区，占地60亩的综合医院，并计划投资2.6亿元在集聚区内建设“一湖、两河、四桥、六路”等基础设施。这些项目的建设用地都已落实。

With a planned area of 200 hectares and an investment of 1.6 billion Yuan, it is a transport, logistics and electric motorbike manufacturing industrial park that has hosted 60 supporting enterprises. The cluster starts to build a 0.15-million-square-kilometer plant building with multi-storey standardized steel structure, a 28-hectare housing estate, and a 4-hectare general hospital, and plans to invest 260 million Yuan in the cluster to construct infrastructure including “one lake, two rivers, four bridges and six streets”. Land for construction of these projects has been implemented. 

兰考县产业集聚区

Lankao County Industrial cluster

兰考县产业集聚区规划面积14.5平方公里，已建成8.6平方公里。近年来，集聚区全力打造基础设施硬件建设，累计投资8.78亿元，先后建成了 “五纵五横”的道路网；铺设了雨水、污水、自来水管道；架设电网22公里，路灯1400盏；绿化面积8.5万平方米；建成了1.4万平方米的爱民广场、电力调度中心；实现了道路、电力、供水、雨污排水、通讯、有线电视、宽带等设施“七通一平”；专为集聚区配套建设了11万千瓦变电站，日处理2.5万吨的污水处理厂已投入使用。

Lankao County Industrial Cluster has a planned area of 14.5 square kilometers with 8.6 square kilometers completed. It has, with all exertion, constructed infrastructure with an investment of 878 million Yuan and a road network of “five vertical streets and five horizontal streets” respectively in recent years; laid pipes of rain, sewage and tap water; built 22 kilometers gird and 1,400 streetlights; had a green area of 85,000 square kilometers; constructed 14,000 square kilometers Aimin Square and Electricity Dispatch Center; achieved seven accesses and site leveling, including roads, power and water supply, drainage of rain and sewage, communications, cable television and broadband; built 0.11 million kW supporting transformer substation and put sewage treatment plant into use.                 

集聚区具有突出的交通优势，北邻陇海铁路，南邻连霍高速公路和即将修建的郑徐高速铁路客运专线，310国道和106国道在集聚区内贯穿。距日南高速入口5公里、大广高速入口25公里，距京广铁路、京九铁路、郑州国际机场均1小时路程，距连云港4小时路程，地理位置优越，交通十分便捷。

Bordering Lanzhou-Lianyungang Railway in the north, Lianyungang-Huoerguosi Expressway and Zhengzhou-Xuzhou High-speed Railway to be built in the south, with No. 310 National Highway and No. 106 National Highway going through here, the cluster boasts outstanding transport advantages. Five kilometers to the entrance of Rizhao-Nanyang Expressway, 25 kilometers to the entrance of Daqing-Guangzhou Expressway, 1 hour to Beijing-Guangzhou Railway, Beijing-Jiulong Railway and Zhengzhou International Airport, 4 hours to Lianyungang, it enjoys transport facilities and geographic advantages.

Qixian County Industrial Cluster

杞县产业集聚区规划面积19平方公里，已建成8.5平方公里。发展规划和规划环评已通过省评审，控制性详规已编制完成。

Qixian County Industrial Cluster has a planned area of 19 square kilometers and a built-up area of 8.5 square kilometers. Its development plan and planning Environmental Impact Assessment have passed the appraisal of Henan Province and its regulatory detailed plan has been drawn up.

为加快集聚区基础设施建设，共投入基础设施建设资金7亿多元，修建道路7条，铺设各种地下管网40公里，管线配套齐全，建设专用变电站一座，兴建了产业集聚区综合服务区和红十字医院以及高档社区，职业教育中心配套设施和文化活动中心正在建设之中。区内实现了绿化、亮化、美化，生产、生活基础设施齐全。同时，建立了集聚区投融资平台，有力地促进了集聚区的发展。

In order to accelerate the infrastructure construction, it has invested more than 0.7 billion Yuan. So far, it has built 7 roads, laid a 40-kilometer-long underground pipe network, established a special transformer substation and set up a comprehensive service center, a Red Cross hospital and a upscale community. The supporting facilities of a professional education center and a cultural center are under construction. It has been greened, brightened and beautified with complete infrastructure. Meanwhile, an investment platform has also been set up, vigorously promoting its development.

目前，集聚区入驻企业75家，已初步形成了纺织服装、农产品加工、机械制造等产业集群，主导产业比重达60%以上，特别是农产品加工业，从产品的贮存、初加工到深加工已经形成了一个比较完整的产业链条，特色优势明显。预计到2015年，集聚区建成面积达到15平方公里，基础设施投资17亿元，入驻企业达到210家，完成投资200亿元，销售收入达到230亿元。
